How Skill Development NGOs Measure Success | Phoenix Foundation
Training numbers alone don't prove impact. See how The Phoenix Foundation actually measures success in its skill development programmes.
How Skill Development NGOs Measure Success: Beyond Just Training Numbers
"We trained 500 youth this year" sounds impressive, but it answers the wrong question. What matters is how many of those 500 are actually earning income six months later. Here's how The Phoenix Foundation measures success in its skill development programmes, and why we think this standard should be more common.

Why Enrolment and Completion Numbers Aren't Enough
Enrolment tells you how many people showed up. Completion tells you how many finished the course. Neither tells you whether the training actually changed someone's economic situation — and that gap is where a lot of skill development reporting falls short.
What We Actually Track
-
Placement or self-employment rate — what percentage of trainees are earning income from the skill within a defined period after training
-
Income change — where possible, tracking whether a trainee's income has meaningfully increased
-
Retention in the trade — whether trainees are still working in the field they trained for, or have dropped out of it
-
Completion rate relative to enrolment — a large gap between the two often signals a training format that isn't realistic for participants' circumstances
Why This Kind of Tracking Is Hard, and Why We Do It Anyway
Following up with trainees months after a programme ends takes real effort — people move, change jobs, or become hard to reach. It would be far easier to simply report enrolment and completion numbers and stop there. We track outcomes anyway because it's the only honest way to know whether a programme is actually working, and it's the standard we think donors and CSR partners deserve.
What This Data Is Used For
Beyond reporting to donors and CSR partners, outcome data directly shapes how we design future training batches — if a particular trade shows weak post-training income outcomes in one region, we adjust the curriculum or explore a different trade with stronger local demand.
Where This Applies
The Phoenix Foundation tracks these outcomes across all our skill development programmes, currently running in West Bengal, Jharkhand, Rajasthan, and Madhya Pradesh.
Frequently Asked Questions
Why aren't enrolment numbers enough to measure a skill development NGO's success? Because they don't show whether training actually translated into income or employment.
What does The Phoenix Foundation track after training ends? Placement/self-employment rates, income change, and retention in the trained field.
Can I request this outcome data before donating or partnering? Yes, we're happy to share outcome data with donors and CSR partners on request.
